Cyphers, artifacts and oddities are all part of the numenera: the leftover technology of the eight civilizations that rose and fell on Earth before the Ninth World. This part covers how that technology looks, where it turns up, and what it means to the people of the Ninth World.
The Rules Are the Cypher System's
Numenera uses the standard Cypher System rules for cyphers: they are one-use devices, each with a level, and every character has a cypher limit (set by type, and rising at higher tiers). Carrying more than your limit invites trouble. The Ninth World explanation: the prior worlds' devices were never designed to work together. Different civilizations built on incompatible principles, so a pack stuffed with cyphers is a pack full of devices that interfere with each other.

Artifacts and Oddities
Cyphers are only one kind of numenera. Explorers in the Ninth World also turn up two other kinds of device, and knowing the difference matters at the table.
Artifacts: Reusable, Until They Aren't
An artifact is a prior-world device that can be used more than once: a weapon that fires a beam, armor that hardens on impact, a vehicle that still flies. Like a cypher, each has a level and a form, but artifacts do not count toward your cypher limit.
The catch is depletion. Every artifact lists a depletion entry, such as "1 in 1d10". Each time you use it, roll that die; if you roll the listed number, the artifact is depleted and stops working (the exact range varies, and a few artifacts are noted as never depleting or as depleting automatically). Nobody knows how much power an ancient device has left, so every use carries a little tension.
Ninth World flavour: artifacts are the treasures that make reputations. A glaive's beam-lance or a village's water-making machine can become famous - and fought over - until the day it finally goes dark.
Oddities: Wonders Without a Use
An oddity is a piece of the numenera that does something strange but has no real game use: a cube that hums whenever it rains, a glove that makes your hand smell of cinnamon, a crystal that shows a tiny moving image of a city no one has ever seen. Oddities have no level and no limit; they are worth a few shins to the right buyer.
Why they matter: oddities make the Ninth World feel saturated with wonder. They are perfect trade goods, gifts, clues and conversation pieces, and players often grow more attached to a useless oddity than to any cypher.
